The members are part of something bigger, and while they may belong to an amateur club for recreational purposes, we want them to think safety like a professional airline
ICAO sets the standard which filters down to State members (Australian government) who delegate to State regulator as part of the SSP.
CASR 149 is managed by SAFA. All a member really needs to know is that management of safety is within it, and it is also the Law and there are consequences for breaking it.
Individual clubs are like Petri dishes for Safety management. While the rules are common, the performance may not be depending on management, safety culture and other external influences. SAFA seeks consistency and standardisation of safety performance and their job is to inspect, train, assess and regulate as required
Members are the base unit. While they are there to enjoy flying as a recreational activity, it is their attitude to safety that defines the overall performance.
